A pre-solicitation notice gauging whether capable (often small) businesses exist.
A sources sought notice is posted to determine whether enough capable businesses - particularly small businesses - exist to justify setting an opportunity aside. Responding is critical: strong small-business responses can turn a full-and-open requirement into a set-aside you're better positioned to win.
